Luis Abinader promulga ley para viabilizar la oportuna adquisición de vacunas

El Horizonte, Santo Domingo RD.- En el día de hoy, después de haber sido aprobada en dos lecturas por la Cámara de Diputados y luego en el Senado de la República, el presidente Luis Abinader promulgó Ley Núm. 6-21, mediante la cual se agrega un numeral a los casos de excepción descritos en el artículo 6 de la ley núm. 340-06, sobre Compras y Contrataciones de Bienes, Servicios, Obras y Concesiones, del 18 de agosto de 2006.

A través de esta ley las vacunas en caso de pandemia, peligro de epidemia o epidemia declarada, para su tratamiento y erradicación, en el marco de un Estado de Excepción en su modalidad de Estado de Emergencia, conforme a la ley, no estarán sujeta al ámbito de aplicación de la ley núm. 340-06, sobre compras y contrataciones de Bienes, Servicios, Obras y Concesiones. Del mismo modo pone a cargo de la Dirección General de Compras y Contrataciones la elaboración de políticas e instrumentos necesarios que garanticen la eficiencia y transparencia de la adquisición de las vacunas.

El Estado dominicano se ha visto en la imperiosa necesidad de acceder a los mercados internacionales con la intención de iniciar procesos de negociación y suscribir contratos para la compra de vacunas para el tratamiento de la Covid19, durante el Estado de Emergencia, pero era esencial para el gobierno contar con las herramientas legales que le permitieran cumplir con ese objetivo.

Este texto legal nace en el marco de una crisis sanitaria de carácter mundial, que hace necesario que el Estado dominicano cuente con mecanismos ágiles y efectivos que le permitan adquirir y contratar la compra de vacunas, las cuales resultan indispensables para garantizar una adecuada respuesta en el tratamiento y erradicación de epidemias o pandemias declaradas como tales, y en consecuencia salvaguardar la vida humana, lo cual constituye una responsabilidad fundamental del Estado.
