La Policía Nacional continúa su proceso de transformación y acercándose más a la ciudadanía, presentó durante la última entrega del programa “Conoce Nuestra Policía”, las labores y funciones de la División de Capacitación y Adiestramiento de la Dirección Central Antinarcóticos (Dican).
En esta entrega se explicaron las funciones de esta dirección a través de sus oficiales el coronel Wilton Cepeda Abreu, encargado de Operaciones de Dican y el primer teniente Rey Mercedes Bastardo, facilitador de Capacitación y Entrenamiento del Dican.
Cepeda Abreu destacó que la Dican fue creada principalmente para atacar exclusivamente el microtráfico en los barrios, a diferencia de la Dirección Nacional de Control de Drogas (DNCD), que trabaja mayor mente contra el narcotráfico.
El coronel aclaró que, si encuentran un caso que supera los niveles que ellos persiguen, trabajan de la mano con la DNCD.
De su lado, Mercedes reveló que últimamente están trabajando fuertemente en contra de aquellos que fuman “marihuana líquida” a través de los “Vape” o cigarrillos electrónicos, pues recientemente se ha desatado una ola de consumidores de esa sustancia narcótica a través de estos artefactos.
Cepeda dijo que trabajan con mano dura para tratar de erradicar esta nueva práctica que amenaza la juventud, debido a que se está popularizando y llegando a las casas a través de los encuentros sociales.
Por esto el teniente Mercedes explicó que, a través de la Dican, ellos están llevando charlas a las escuelas y grupo de jóvenes con la finalidad de orientar sobre el uso y venta de drogas, además de convencerlos de los efectos negativos que esto tiene en su cuerpo y luego en su entorno.
Transparencia
Buscando transparentar la imagen institucional, nuestra Policía Nacional en esta dirección central implementó el uso de cámaras de cuerpo para documentar los procedimientos y así proteger tanto a la ciudadanía como a los agentes de un mal manejo durante el operativo.
Se explicó durante el video que presentaron el uso de estas nuevas cámaras, que estas solo se pueden encender y apagar por quien la usa, y que este usuario nunca podrá manipular el contenido captado por esta.
Para los oficiales Cepeda y Mercedes esta implementación viene a dar un paso agigantado en la institución encargada del orden público, ya que obliga a los policías antinarcóticos a eficientizar sus acciones, puesto que todos los errores en los que estos incurran serán fácilmente evidenciados en sus grabaciones.
Características de las cámaras
Según el experto que presentó las cámaras explicó que estas resisten agua, golpes y hasta el polvo. Además, son de visión nocturna ya que cuentan con sistema infrarrojo, que a pesar de estar muy oscuro y que el ojo humano no pueda ver con claridad, estas grabarán todo sin ninguna dificultad.
Resultados de operatividad
Las operatividades de la Dirección Central Antinarcóticos (DICAN) permitieron sacar de circulación un total de 92 kilos de cocaína, 211 gramos de crack, 77 libras de marihuana y una planta de ese vegetal narcótico, así como también 25 pastillas de éxtasis.
De igual modo, del 16 al 21 e septiembre, fueron intervenidos 442 puntos de venta de drogas a través de 67 allanamientos con el acompañamiento del Ministerio Público, sometiendo a la justicia a 365 personas, incluyendo a 11 mujeres.
En ese orden, ocuparon RD$98,596.00 y US$1,812.00; 94 celulares, 26 balanzas para pesar drogas, tres armas de fuego largas, 42 motocicletas y seis automóviles.
